The health education reform order and pharmacovigilance handbook were borne out of a desire to reinforce
a culture of safety and preventive health management in our country. These ideas were presented during
the business meeting of the PCP in May 2006. This cascaded into a series of events which eventually led
to the signing of the Health Education Reform Order of 2006 (HERO) by no less than President Gloria
Macapagal Arroyo.
The primary goal of HERO is to improve the healthcare and education system of the Filipino people through
the broad partnership of government, legislators, educators, physicians, teachers, the business sector
and nongovernmental organization (NGOs). This broad coalition will hopefully muster greater support for
programs that would target the prevention of the leading causes of sickness and deaths in the country.
The ultimate goal is to create a healthier and educated Filipino.
The HERO entails partnerships among the following organizations: PCP board of regents headed by PCP

Minguita Padilla, MD, Naomi Martin, MD, Peter San Diego, MD, Eugene Ramos, MD, and Rene Juaneza, MD, PCP President,
Jose Sabili, the President of the Philippine Medical Association, the Department of Education headed by
Sec. Jesli Lapus, Director Paul Soriano, the Adopt a School team composed of Marian Castillo, Angelico Mercader,
Merlie Asprer, Denise Alibudbud, the Department of Health headed by Sec. Francisco Duque III and
Dr. Kenneth Ronquillo, the Department of Science and Technology headed by Sec. Estrella Alabastro,
Usec. Fortunato dela Pena, Dr. Jaime Montoya and Prof. Josette Biyo, the Commission on Higher Education headed

Anthony C. Leachon, MD
The principal author of the Health Education Reform Order (HERO) signed by
President Gloria Macapagal-Arroyo last Dec 27,2006. He is the Chair of the PCP Advocacy and Communications
Committee. Dr Leachon was awarded the title of Distinguished Fellow of the PCP in May 2006 for his pioneering
efforts in enhancing the college’s advocacy programs and setting up of the communication infrastructure of
the PCP. Dr. Leachon is a practicing cardiologist.
Rogelio V. Tangco, MD
One of the authors of HERO. He was also awarded the title of Distinguished
Fellow of the PCP in May 2006. Dr. Tangco is an invasive cardiologist, a photojournalist and a prolific writer.
He is the editor-in-chief of the Filipino Internist, the official publication of the PCP.
Kenneth Hartigan-Go, MD
One of the co-authors of HERO, is the main proponent of the Advocacy on
Pharmacovigilance. He was the former Deputy Director of the Bureau of Food and Drugs (BFAD). He is an
internist-toxicologist with a passion for and strong commitment to drug safety. His other expertise is in the
field of policy recommendations. Dr. Go also serves as the executive director of the Zuellig Foundation and a
consultant of the National Drug Policy, Philhealth and World Health Organization. He is currently the Vice
President of the International Society of the Pharmacovigilance (ISOP).
Pedro P. San Diego, Jr., MD
Is the Chair of the Information Technology Committee of the PCP. A
cardiologist-echocardiographer, Dr. San Diego is one of the authors of HERO and the heart and soul of the
information and technology programs of the PCP.
Denky Dela Rosa, MD
A medical oncologist, is the first PCP volunteer of HERO pilot program in the
Bicol region. A passionate member of the Cluster committee, Denky is a vital cog in the creation and editing
of the advocacy slides of the HERO modules.
